That’s not a lot cash for a dSLR system.
You might check out the new Nikon D3100 with a 18-55mm. That’s within your budget.

If you are going to be taking photos for fine art then an important factor to consider is reproduction size. If you are going to be producing large prints then higher resolution is important. So take into consideration sensor size as well as megapixels. Also consider lens quality which is just as if not more important than the camera. Invest in good lenses. The DLSR’s in that price range are going to be pretty similar, but you will have an easier time borrowing lenses from others if you stick with Canon or Nikon. That to me would would be more important than anything else, particularly as a starving student. Canon and Nikon are simply the de facto industry standards for professional work.
Check with your program to see if the department to see what they recommend. They may have a stock of loaner lenses of one brand or the other.

Any of the entry-level DSLRs will do about as well. Choose one based on what feels best to you. The only brand issue you might want to consider is that Nikon and Canon have a broader range of lenses, camera bodies, and accessories than the others.
